노무현 대통령님!( 윤진식 산자부장관, 정동락 한수원 사장님)

한국이 원자력 위주의 에너지 정책을 재고하시기를 촉구하면서 이글을 씁니다.
저는 오랫동안 이 문제로 활동해온 환경작가입니다. 원자력은 기술적으로 안전하지 못함이 미국에서도 입증되었습니다. 핵폐기물의 저장과 처분을 위한 안전하고 적절한 해결책은 아직 발견되지 않았답니다. 상상을 초월하는 광범위한 생명파괴와 토양오염등 대형사고의 위험이 도사리고 있습니다. 세계 곳곳에서 테러들이 활약하는 이러한 시기에는 핵시설은 잠재적인 공격목표가 되는 등 극단적인 취약성을 가지고 있습니다. 전쟁이 날 경우, 핵시설은 그 나라에 재앙이 된다는 사실을 알아야 합니다.

이런 문제점 때문에, 핵시설계획은 미국의 도처에서 시민사회단체들로부터 도전받았고 지금은 중단되었습니다. 미국에서도 기술적 문제로 거부된 핵기술을 한국이 받아들이는 과오를 범하지 않기를 바랍니다. 한국은 지금 보다 더 좋은 나라가 될 수 있습니다. 원자력은 20세기 과학기술에 대한 인류의 믿음에 종지부를 찍는 일이었습니다. 우리는 지금 새로운 세기에 들어섰습니다. 안전하고 지속 가능한 수많은 대안에너지를 개발함으로써 필요한 에너지를 확보할 수 있습니다. 태양과 풍력은 많은 대안에너지중 대표적일 뿐입니다. 21세기를 이끌어나갈 나라들은 바로 안전하고 지속 가능한 에너지 자원을 발전시키는데 선구적인 역할을 하는 나라들이 될 것입니다. 저는 한국이 그러한 나라들 중에 하나가 되길 우정을 담아 희망합니다

Dear Mr. President,

I am writing to urge you to rethink your policy of promoting nuclear power in South Korea. I am a longtime environmental writer who has been active on these issues for many years. Nuclear power has proven to be an unsafe technology here in the United States. No safe and adequate solution has yet been found for storage and disposal of nuclear wastes. The threat of major accidents, loss of life, and contamination of land remains strong. In an age of potential terrorist attacks, nuclear plants are extremely vulnerable. And in case of war, a nuclear plant is a target for bombing that could prove disastrous to a country.
Because of these issues, nuclear plants have been opposed and stopped throughout the United States by concerned communities and citizen’s groups. Please don’t make the mistake of accepting our rejected technology in your country. Korea deserves better. Nuclear power was the cutting edge of twentieth century technology, but we are now in a new era, and many safe and sustainable solutions to energy needs exist. Solar and wind power are only two of the many examples. The countries who take the lead in the twenty-first century will be those who pioneer development of safe, renewable sources of power. As a friend of Korea, I would hope you would be one of them.
